After an emaciated child was found in their care, a rural Rensselaer man and woman were arrested for charges of felony child neglect.

    In June 2014, Jasper County Sheriff’s Detectives began an investigation of Tabitha G. Rupert, 41, and Jay Rupert, 50, after the Department of Children and Family Services removed at 12-year-old child from their care.  The child, who has an incurable brain disorder and requires constant care, weighed 23 pounds at the time. The child also suffered other physical ailments associated with improper care, according to the Jasper County Sheriff’s Department.

    “The only thing that I can add to that is the child showed signs of improper hygiene care,” said Jasper County Sheriff Terry Risner. Read the full story in the print edition or by subscribing to the e-edition.
